Two Bluffdales, one standard of work
Bluffdale is really two towns wearing one name. The older one runs on half-acre-and-up lots in the A-5 and R-1-43 zones, where the city still permits two horses per half acre and the outbuildings matter as much as the house. The newer one grew fast enough to land Bluffdale among the fastest-growing cities in the country over the past decade — the population more than doubled between 2010 and 2020, and nearly half the city’s housing stock went up between 2010 and 2019. Master-planned communities like Independence at the Point added roughly 1,900 homes on the old state prison’s doorstep, and the city only just got its first full grocery store. Those two Bluffdales generate very different construction work, and we do both.
On the large-lot side, the common calls are detached garages and shops sized for trucks, trailers, and tack; long concrete driveways and flatwork that have to survive Wasatch Front freeze–thaw cycling (air-entrained mixes are not optional here); and ADUs that put a rentable or family-ready second dwelling on ground the owner already has. On the newer side, it’s the classic fast-growth list: finishing the basement the builder left bare, correcting grading and drainage that got value-engineered, and custom homes on the infill and south-end parcels that remain. We are fond of straight lines and straight answers.

Building on the bluffs and dales
The city is named for its terrain, and the terrain shows up in the work. Lots step down old Lake Bonneville benches toward the Jordan River, which means cut-and-fill sites, real elevation change between neighbors, and steady demand for engineered retaining walls rather than stacked-block wishful thinking. Bench soils on the east and south sides can be collapsible; footings and flatwork get designed for the soil that’s actually there, not the soil we’d prefer.
Then there’s the wind. The Point of the Mountain is a world-class paragliding site for a reason: air accelerates over that ridge daily. For construction, that translates to honest fastening schedules on roofing, siding, and fences — especially on the exposed south end near the gravel pit, the last large piece of developable ground in the city until mining winds down.

Permitting through Bluffdale City
Bluffdale runs its own building department and issues permits for new homes, remodels, garages, and outbuildings citywide — including the slice of the city that sits in Utah County. Inspections are scheduled a business day ahead, so the sequencing has to be planned, not improvised; we build that lead time into the schedule instead of discovering it mid-pour. Requirements for accessory buildings and animal-keeping setbacks are specific to zone, so for anything near a property line or a pasture, verify with the Bluffdale building department — or let us do it as part of preconstruction.
What Bluffdale owners ask us
Do I need a permit for a shop or barn on my half-acre lot?
Almost always, yes. Bluffdale permits detached garages and accessory buildings through its own building department, and setbacks differ by zone — agricultural and R-1-43 lots have different rules than the newer subdivisions. We confirm zoning and setbacks before design so the building you want is the building the city approves.
What does it cost to finish a basement in a newer Bluffdale home?
Most Utah basement finishes land roughly between $40,000 and $90,000 as ballpark planning numbers — square footage, bathroom count, and egress windows move it most. Newer Bluffdale homes usually have stubbed plumbing and decent ceiling height, which helps. Bedrooms require egress windows under current Utah-adopted code.
My property is in the Utah County part of Bluffdale — who handles my permit?
Bluffdale City does. The city straddles the county line, but building permits and inspections run through the city’s own department regardless of which county collects your property taxes. The county line matters for taxes and some utilities, not for who reviews your plans.
Around the Point of the Mountain
Bluffdale sits at the seam of the two valleys we serve, and the work doesn’t stop at the city line. We’re regularly in Riverton and Herriman to the north and west, and in Draper just over the ridge — where The Point development on the old prison site is about to change the whole neighborhood’s gravity. Being based in Provo, twenty minutes south, means Bluffdale is the middle of our territory, not the edge of it.
